This is not a patch difference between 8.1.1 and 8.1; it is a change in
readline-8.1.

May I ask where this is documented ?

What do you mean? `enable-bracketed-paste' is documented to be on by default in the readline documentation. It is a security improvement
that many people requested.

The readline-8.1 release notes, which are linked in one of the replies to
the referenced report (https://bugs.kde.org/show_bug.cgi?id=431695#c6),
say:

"The most visible new feature is in Readline: the addition of `faces', which
highlights the text between the point and mark (the region, so this is also
called the 'active region'). This was added to show visibly the text
inserted by bracketed paste, and also marks the text found by incremental
and non-incremental history searches.  Faces are currently tied to
bracketed paste and are enabled and disabled along with bracketed paste
mode.  Bracketed paste mode is enabled by default."
