It seems to me that this tag is mis-placed.
If I checkout this tag, then "grep operate-and *.c" yields nothing.
However, in the official readline 8.1, I get:
$ grep operate-and *.c
funmap.c: { "operate-and-get-next", rl_operate_and_get_next },
misc.c:/* The equivalent of the Korn shell C-o
operate-and-get-next-history-line
