Sure, though I personally think that it would be nice for scrolling to
work by default under all circumstances. Also consider that readline has
quite a few options and it might not be clear to all users that working
scrolling in one-line terminals requires extra configuration (case in
point: myself).
Is there any downside to enabling it by default for terminals of height 1?
