No, one per build system (where system is ‘i686-linux’, etc.).

Of the 3 events above, Gnulib changes are the most frequent (several
commits a day?).  So if Inetutils fails to build, you would get 3
messages (one for each system type) each time a Gnulib commit is made.
Until it’s fixed, that is.
