[bug-inetutils] argp status

Hello,

All inetutils programs are now using argp to parse their arguments.
The only thing that remains is libls, but it understands only short
options and is not supposed to produce help output, so argp would be
useless here anyway.

Question: do we really need to have ping and ping6 as separate programs?
Would it not be cleaner to merge the two into a single utility?
