Sure, if we knew what you guys were talking about.
What generated file? What is different about this one?

IMHO, if generated files can be "regenerated" cleanly I do not see the
purpose of having it in the repository.  But there are exceptions, comes to
mind generated files that need a specific version of a tool (for whatever
reason or bug, say we need bison-xxx), generated files rarely ... generated
8-), etc ...

I would not put Makefile.in in cvs unless it was manually maintain.
