Partially, as long as you don't claim that you wrote
it and don't assign copyright to the FSF just cause
you fixed a bug or two here and there in the code.
Serveral GNU projects borrowed code from BSD, the GNU
Hurd's network stack was built on linux's for example,
there are definitly other examples, but I don't recall
any of them from the top of my head.

I'm not saying that you should actually abuse that and
use non-FSF(c) code, that's discouraged. Just try to
be creative, that's the first step to make sure you
won't find any refrence implementation to look at =).
