Please make sure that you're using the inetutils source that the
cygwin folks provide.  It has been modified so that 1) inetd is able
to run as a service 2) It no longer depends on a user named "root".

I hope to merge these changes upstream by "1.5".  It's unlikely to
happen sooner than that.
