[Bug-gne]GNE 0.2.1

I've done quite a bit more on GNE now. I went away on
holiday for a week shortly before finishing it off
though, and didn't want to "publish" the changes
before I'd cleaned them up, so that's why its been a
while since my last post. Anyways, I've now got a
fairly complete working system up. You can sign up to
GNE, submit an article, moderate the articles, view
articles (both awaiting moderation and in the
resource), and search for articles in the resource. If
you want to test the moderation system, you need a
user account which can moderate, so use the following
details:
username: brougher
password: gruffer

I have released the code on the sourceforge project
site too.
