Is this a recursive download?
In this case all files that have a mime type known to contain further links
(mostly html, rss, css) will be downloaded to extract the URLs, but they won't
be saved to disk. Wget 1.x should have the same behavior (at least it is
documented).
If you can come up with a real world example, I can start investigating.
