Building a static wget2.exe for Windows is now part of the CI/CD process.
I didn't figure out yet how to put the file into
`gitlab.com.io/gnuwget/wget2/`, so it's only available as pipeline artifact,
e.g. at
`https://gitlab.com/gnuwget/wget2/-/jobs/2428029017/artifacts/file/public/wget2-latest.exe`
(*for the next two weeks before it automatically gets deleted*).
The build doesn't include all features, e.g. pcre and brotli compression are
not built in.

Any improvements / contruibutions are welcome, of course.
