Where did you get the tarball from? The one on ftp.gnu.org should work 
perfectly. If you pulled it from gitlab, that's not a real release tarball but 
rather just the sources collected into a single file.

The configure script is available in our release tarballs. If you want to 
compile from git, you need to generate the configure script using 
`./bootstrap`. Please see the Building from Git section in our Readme.
