We have tests for this and those work. E.g. `tests/test--page-requisites.c` and 
`tests/test-p-nc.c` that test extraction of `@import url()` URLs.

Can you provide an example where this doesn't work ?
That might indicate a bug somewhere else (either in wget2 CSS parsing or in the 
CSS layout).
