You are not totally wrong. But that is a discussion to be made on a higher
level to get a general consent from *all* GNU developers (and other developers
as well). It's not a Wget/Wget2 issue.
But IMO, command line tools should not exclude file names starting with `--`.
And as a CLI user there are many ways to shoot yourself into your feet. In this
case, you have the 'defensive' option to use `--B=file` instead of `--B file`.
It's less error-prone.
