Wget already creates directories as part of mirroring a site via -r, so making 
a download tag attribute
a directory option would, as you note, eliminate the ambiguity, of the same 
name. Clearly it should download
in the same directory that the html that it is specified in would seem to be a 
reasonable interpretation?
