I thought that `mswindows.c` used the cygwin method to fork(), by mistake,
after I read your last comment. So I didn't think to check it. I came up with
this method when I came across the DETACHED_PROCESS flag in the windows docs.
So would you suggest that I directly take the implementation from `mswindows.c`
and add it to wget2?
