My thoughts:

- create a src/stats_rejected.c
- create init, exit, add, print functions (e.g. like in stats_site.c)
- create new option for this, e.g. stats-rejected (like the other stats-* 
options)
- --rejected-log just set's a flag used by the print function to generate a 
format like in wget1.x (else we use a new CSV format with documented values 
instead of human-readable texts).
