[Wget-dev] wget2 | Recursive mode don't parse local files when -N rejects download (#465)

DalmeGNU created an issue:


  I think it's all said in the title. If I do `$ wget2 -N -r 
https://domain.tld/index.html` and server returns `304 Not Modified` index.html 
isn't parsed so we don't check/download more documents. As a consecuence this 
breaks the `--mirror` option. Wget2 also behave this way when using 
--no-if-modified-since (!439 )
