DalmeGNU created an issue:
79801c6dc18c51410d12f1cd17f4d598af34e9dd added background support for fork()
compatible OS. That didn't include Windows, in which `--background` was
implemented as no-op. Whoever works on this task will find useful the code of
wget1.x (on `mswindows.c` file) which includes an implementation.
