It barely adds to Filesystem fragmentation. And any decent Journaling system
will deal with easily.
Also, truncating the file like that is not always an option. Wget2 doesn't
always get a clean exit. The machine may arbitrarily power off, or the user
sends a SIGKILL. There's a bunch of other cases where we can't expect a clean
shutdown. This was already discussed in another issue about keeping track of
the last modified times.
