I think the right approach here would be for us to write down the format rules
first and then configure a tool to implement it.
The problem I faced with the approach of configuring a tool to the current
codebase was that it was very hard to get all the options right to match the
existing format. I don't mind using clang-format if it works better. But, let's
have the document specifying the format before we try to configure the tool
