Hi, everyone

My name is Renjie, and I'm a student who want to work for wget in GSoC. I'd 
like to pick the project idea HTTP/2 Test Suite. I started to program in C when 
I was in the high school and I'm familiar with cryptography and network 
protocols. My current time zone is Central Standard Time (North America), 
UTC-05.

After I look through the structure of the exist `tests/` directory, I still 
have some question about it:

* which branch should I fork and work base on it?
* Is all test file whose name contains `https` should be modified?
* The proposal format wiki page is empty, is there any reference I can find on 
the Internet?
