They've been on various lists over many years.

That should not be required.
Always checking for ~/.wgetrc (or ~/.wget2rc or whatever) if the xdg
file is not there is a no-brainer.
It is OK for the xdg to override, but it is not ok to ignore a proper
dot file, to comlain about it or to try to move it.
And it only needs a quick mention in the documentation.
This should not require discussion.
