Oh, inline being covered by gnulib is very good. If you want to check if
inlining is effective, we can also add the `-Winline` flag to CFLAGS.
Let us move the functions into base64.c for now. I will then try to get in
touch with someone working on Doxygen and see if we can have this situation
fixed.
