Details:

weechat should have built-in support for sending and receiving wallchops.

wallchops are messages (implemented as notices) sent to only the ops of a
channel, often used for private discussions among ops. those messages should
show up in the channel's buffer.

sending is done by using the WALLCHOPS command, while a received wallchops
looks like this: 

:address@hidden NOTICE @#channel :@ message

note, that the channelname is prefixed with an @.
