Details:

Nick completion won't work when there is no nicklist in a channel.  If a
channel was created with a nicklist, nick completion works in that channel.

How to replicate:
/set weechat.look.nicklist = off
    then join a new channel.  Nick completion does not work in
    the new channel.  

/set weechat.look.nicklist = on
    then join a new channel.  Nick completion works in the new
    channel.
