Details:
In some networks, like ircnet, channel owner-mode is not valid and they might
allow using '~' in nicks. Users, whose nick begins with '~', are shown in
userlist as channel owners.
at least irc.cs.hut.fi allows this, though it restricted to hut.fi only.
