Team repository help

I am setting up the Chinese team repository for GNUN. Why make won't work as I expect:

address@hidden:~/programming/www-zh-cn $ make VCS=yes
Updating the repositories...
cd ../gnu-www/ && cvs -q update -d -P
? graphics/rect2244.png
cvs -q update -d -P
cvs commit -m "Automatic merge from the master repository."
cvs commit: Examining .
address@hidden:~/programming/www-zh-cn $ ls
CVS  GNUmakefile

After make, the directory get untouched. Thanks.
