This is because <div> is a block (not inline) element. The problem has
nothing to do with comments inside the <div>.
That was with the old-new style; I don't know if this concern is
valid now (or at all, for that matter).
It is probably still an issue, but may be not so serious one because of
some CSS-foo which I do not understand very well. I guess you should
discuss this matter with Matt Lee.
