After some thought, I'm inclined to abandon my idea and use your
simpler solution.  The reason is that mass copying of header and
footer from www won't help, because the pl and zh-cn templates are
missing.

We really need this validation only for the actively maintained
articles, such as the Bulgarian ones.  When the Catalan or other teams
join for the beta testing, we'll just add their templates.

Also, we'll have to guard the validate-html invocations in the home
and article rules with conditionals (to prevent validation of
home.pl.shtml, for example).

I'll proceed with this approach if there are no objections.
