As it stands now, the build will definitely fail, because it will try to 
validate the regenerated philosophy.bg.html (while header.bg.html and 
footer.bg.html would be missing).

Do you mean something like VCS?  If so, please make it consistent and 
use $(CVSSKIP).  Also, there's no need to check for "no", it should be 
the default (and == empty string).
