What exactly do you propose (as reimplementation)?

Currently there is no such option, but we could add it to explicitly 
forbid cvs to query the server (e.g. for offline work).

If there is an easy, reliable and clean way to do this, I will not 
object.  Other than that, I don't think "forcing" is the right word 
here.
