Your subject line "Cannot connect by ssh" doesn't give much information
either.
The appended debug buffers don't tell anything useful.
Could you pls rerun your test, starting with "emacs -Q". Change
tramp-verbose to 10 as explained in the manual.
If it still doesn't work, pls describe every step you do until the
problem happens, again. Send the resulting trace buffers.
