I wouldn't regard `tramp-save-ad-hoc-proxies' as workaround, it has been
introduced exactly for this kind of problems.
However, recently (end of July) I have changed the implementation that
ad-hoc proxies are kept in file names. This was due to another problem,
but it might solve your problem as well. You might try Tramp 2.2.13-pre
from the git repository.
