Well, Tramp does not and should not know about `auto-revert-remote-files'.
Calling `tramp-sh-handle-file-notify-add-watch' is possible outside
autoreverting a file.
If there is an error, you might check autorevert.el. However, the master
version of this file in Emacs git (known as 25.0.50) is different from
the version in Emacs 24.x; maybe the problem is fixed already.
In case of doubt, write a bug report towards Emacs ("M-x report-emacs-bug").
Somebody will check, whether the problem still exist in Emacs 25.0.50.
