Still mysterious. I did some comparison accessing under the same
environment as you do; I still have no idea what happens.
The only difference seems to be this:
> $ test -e /root/.dired 2>/dev/null; echo tramp_exit_status $?
> tramp_exit_status 1
That means you are using dired-x. Could you, please deactivate it for
test purposes? (Or better: call "emacs -q", and load Tramp manually)
