browse-url incompatibility

If one tries to do 'browse-url-...' from within a tramp buffer, then
it tries do execute the process from the remote host.  

(I have not actually tested this with a 'remote' host, but just using
'su:localhost:/...'.)  

Perhaps this is a good thing, because one might have reason to use the
remote program.  On the other hand, there are cases where it will
return an error.  e.g. if I try to do 'browse-url-firefox' from a
buffer visited as root, then I get a 'stringp nil' error.
