The configuration script from tramp-cvs changes the permissions on
/dev/null to read-only for non-root users. (Of course, this makes it
impossible for the non-root users to do many things.)
Following the instructions in the user manual, I did:
# autoconf
# ./configure --with-contrib
and thereafter the permissions on /dev/null were changed. I am
running autoconf version 2.61.
