format-spec.el is a Lisp package needed for Tramp. It was developped
for Gnus, the (X)Emacs mail & news reader. I'm not so fluid with the
XEmacs packaging system, so I don't know whether this package is
offered outside Gnus itself. The Tramp package of XEmacs doesn't
include it.
Anyway, the standalone Tramp tar-ball at /ftp.gnu.org:/gnu/tramp does
contain format-spec.el. If you cannot manage to get format-spec.el
inside XEmacs, you find a working copy of that file there.
Maybe somebody with better XEmacs background could give a more helpful
answer ...
