The last time I did anything in the ARRL 10m 'test was 2011 with CT.
Looking at the rules directory, I see arrl10m_dx which, looking at the
file history makes sense since it was contributed by Fred, DH5FS, and
merged on 31 Mar 2012. Looking at the current rules:

I see no distinction between VE/W/XE and DX for this contest. The mults
are the same for all as are the points. Unlike other ARRL contests
where the focus is for SX to work W/VE only, this one seems to have the
intent to promote activity worldwide, much like WWDX.
As I'm interested in spending some time in this even this year, I'll go
with what we have unless someone has a personal rules file that differs
a bit and works. If so, please share so we can update the one in the
repository.
