Tlf is able to send QSO's in real time - see Tlf's manual, and
searc keyword "node".
The communication between nodes (especially send QSO's) is done
vie UDP.
But I'm not sure the format is what that central server expects.
If you share any documentation with us about that contest, where
we can find the format, probably we can add that feature.
