At the moment I don't know how to fix it other than just installing
automake-1.4 (this contains aclocal-1.4 also).
The internet says automake-1.9 is not compatible to the macros of
automake-1.4.
You don't have to uninstall automake-1.9, they will live happily
together. In my opinion the maintainers of automake have made a complete
mess here... On my UBUNTU system I need automake-1.4 for tlf,
automake-1.7 for GTK and automake-1.8 for other stuff.  Lots of packages
are broken because of this.

I think the difference between the tlf PACKAGE and the CVS is in the
macro cache... but it would be too much time to find out.

I am a complete dummy regarding this matter, so unless I get some
professional help I am stuck... Until then, please try to install
automake-1.4 and run 'aclocal', which updates the cache, unless you want
to wait until the next release.
