Hello all,

This patch cleans up the check_mask module and fixes the limitation
of only having two umask values per file.

I have also tried to make the check more flexible by allowing the
user to select the acceptable umask values in the tigerrc file.

As a side note (probably should have been a seperate patch ... sorry):

I also updated the tiger user path variables to be the same as the
ROOT by default.  The updated check path module will also include the
user.  I can seperate this into a different patch if requested.
