[Tiger-devel] [PATCH] Cleanup and improve the rootdir checks.

Hello all,

This patch does the following:
        * Add an ownership check for the root directory.
        * Add documentation for the ownership check.
        * Remove the mode variable (no longer used).
        * Update the documentation for rootdir001f.
        * Comment updates.
        * Remove the check to make sure / is a directory.
