It's nearly correct, but not quite. T2A and CP1251 differ in exactly 2 
letters (I mean Russian language letters; T2A contains some cyrillic 
letters not used in Russian, I don't know about them. So, to convert T2A 
to CP1251, one should replace the following bytes (in hex):

9C -> A8
BC -> B8

Anter that, recode windows-1251..UTF-8 should work.

I've just done this conversion, the result is attached.
