mkstemp gnulib module

I'm going to try removing the mkstemp gnulib module, as this function
doesn't appear to be used anywhere. (It was possibly formerly used in
the texindex.c file, which is no longer distributed.) It's possible
that this module pulled in another module whose checks *are* needed
for some platform, so be on the lookout in case something breaks.
