I've never tried it, but maybe
env TEXINPUTS=/some/dir/with/stable/texinfo.tex: texi2dvi ... ?
(For myself, on the rare occasions I was doing some multi-day
development of texinfo.tex, I did it in a separate testing directory and
only moved the new version into place when it worked.)
