Yes, with these results:

  $ aclocal
  $ autoheader
  autoheader: error: AC_CONFIG_HEADERS not found in configure.ac

I then re-run autogen.sh in the top-level directory, and got the same
error message.

Just to be precise: you meant to run these in the
tp/Texinfo/Convert/XSParagraph directory, right?
