Let me just say that, in principle, I don't think the Texinfo output
should do a lot of css, much less depend on it.  Make it possible for
other people to do fancy css, sure, but unless something cannot be
done at all without it, we shouldn't require it.

I think we (here) are all on the same page about this,
but just to say it ...
