But in tp/ there has to be everything set up such that this indeed
works. And my point is that with Makefile.PL this seems to be impossible
to achieve.
Of course. This surprises you :)?
Forget Makefile.PL except for a putative CPAN release (completely
independent of the Texinfo release). The only feasible approach I know
of for us is to handle configure && make through Automake.
